Functions and Duties of the Student Affairs Department

I. Position and Functions

The Student Affairs Department is a functional unit of the University, responsible for advising and assisting the Rector in the management and implementation of full-time student affairs, including:

  • Political and ideological education.
  • Student management.
  • Implementation of student policies and benefits.
  • Ensuring security, order, and social safety among students.
  • Organization and management of boarding and non-boarding students, as well as student movements.
  • Organization, management, and coordination of academic advising and student care.
  • Education, propaganda, protection, and primary health care for university staff, employees, and learners.

II. Duties and Powers

  • Develop and implement programs and plans for political and ideological education; moral and lifestyle education; and legal education for students.
  • Timely grasp the political and ideological situation of students to propose guidelines, measures, and plans for political and ideological education, and organize activities to attract students to strive to join the Ho Chi Minh Communist Youth Union, the Student Association, and the Communist Party of Vietnam.
  • Organize the dissemination of the Party's resolutions and guidelines, State policies and laws; report domestic and international current affairs to all students.
  • Lead the organization of the "Citizen-Student Activity Week" at the beginning of the year, beginning of the course, and end of the course.
  • Lead and coordinate with relevant units to organize opening ceremonies, closing ceremonies, and graduation ceremonies for all training systems and levels, as well as ceremonies to commend and reward students with high achievements in academic, cultural, and sports activities.
  • Lead and coordinate with functional units and academic faculties to evaluate students' training results according to current regulations of the Ministry of Education and Training after each semester, academic year, and course. Organize and track students' social work days.
  • Lead and coordinate with functional units to propose university policies and regimes regarding student affairs; coordinate with relevant departments to timely resolve student policies: emulation and rewards, scholarships, tuition exemptions and reductions, study cost support, tuition support, social allowances, and other allowances for full-time students.
  • Verify students' backgrounds, issue student ID cards and student certificates (used for job applications, military service deferment, purchasing train/bus tickets, borrowing policy bank loans, receiving parcels, temporary residence/absence registration, health insurance, accident insurance, etc.).
  • Lead and coordinate the reception of new students; organize the reception, management, and archiving of admission records, training result records, rewards, discipline, and policies during the training process of full-time students, and verify diplomas in the admission records of full-time students.
  • Implement the selection, management, and deployment of academic advising and student care tasks; compile and issue the academic advisor handbook (including updates and supplements when necessary); monitor and evaluate the academic advising work of lecturers and staff, and process remuneration payments according to internal spending regulations.
  • Lead and coordinate with functional departments to organize psychological support and counseling activities for learners.
  • Implement tasks related to the organization and management of boarding students at the University's dormitories, including planning, room allocation, hygiene, security, fire prevention, and organizing cultural and sports activities.
  • Organize the management of non-boarding students according to the current regulations of the Ministry of Education and Training.
  • Coordinate with the Youth Union, the Student Association, and academic faculties to organize cultural, artistic, and sports movements; prevent drugs, ensure traffic safety, prevent the harmful effects of alcohol, tobacco, and social evils among students; organize social, charity, gratitude, and other social activities.
  • Coordinate with academic faculties to manage full-time students; organize for students to strictly comply with regulations on student affairs; monitor compliance with school rules.
  • Organize training and coaching for student teams; advise on the selection of student teams to participate in city, regional, and national sports and cultural competitions.
  • Coordinate with functional units and relevant organizations to organize career guidance and job counseling activities; receive and award scholarships or funding sources for full-time students.
  • Serve as the standing committee for various councils: consideration of tuition exemptions/reductions, study cost support, social allowances; consideration of study encouragement scholarships, emulation-rewards, student discipline; evaluation of student training, etc.
  • Lead the drafting of University management documents regarding full-time student affairs, boarding student affairs, and school health; regularly inspect and urge the implementation of student rules and regulations.
  • Coordinate with the Alumni Liaison Board to organize activities for alumni and learners of the University.
  • Lead the organization of periodic student affairs briefing conferences with student representatives at all campuses.
  • Lead the selection and management of the University's student reception team.
  • Organize and implement the management and health care for learners, staff, and employees of the University, including admission health checks, annual periodic health checks, management of medical records, first aid, and health-related propaganda.
  • Implement statistical reporting regimes according to regulations for areas related to the unit's functions and duties.
  • Coordinate with the Testing and Quality Management Department to implement internal quality assurance work and self-assessment serving quality accreditation.
  • Manage and effectively use human resources, facilities, vehicles, and equipment assigned. Practice thrift and prevent waste.
